Enable People to Subscribe Themselves
Researchers will be able to subscribe themselves to your mailing list unless you change the default setting in this section. If you change the setting, no one can subscribe to your list unless you manually subscribe them.
If you want to prohibit specific individuals from subscribing to your list, this is not the option you should use. Instead, unsubscribe them from the list (if applicable), then go to the "Edit Files" section of the List Tools and add their address to the reject list. If they have multiple addresses, you will need to repeat the action for each address.
